Universal Health Care Foundation of Connecticut is an independent, non-profit philanthropy based in Meriden, Conn. It supports research-based policy, advocacy and public education that advances the achievement of quality, affordable health care for everyone in the state.

To serve as a catalyst that engages residents and communities in shaping a health system that provides universal access to quality health care and promotes health in Connecticut.

We believe that health care is a fundamental right and that our work is part of a broader movement for social and economic justice.

Our Vision 

We are committed to achieving transformative change in health care. We envision a sustainable system of delivery and finance that makes quality and affordable health care accessible to all Connecticut residents — and helps improve health.

Our Accomplishments

Developing broad-based partnerships of consumers, stakeholders and leaders from the private, public and philanthropic sectors has come to define our work.

In 2009, we celebrated passage of SustiNet, landmark legislation shaped by the Foundation and our partners from the health care, consumer-advocacy, faith, and labor communities. Building-block legislation passed in 2011 shaped, among other things, the direction of the new state health insurance exchange under the Affordable Care Act (ACA).

In 2013 and 2014, the Foundation built on the partnerships it formed in those years to maintain focus on the need to transform health care in Connecticut. Our work with other health care foundations, a unique relationship with Connecticut libraries, members of the business community, faith leaders and health care providers continued throughout 2013 and 2014.

The result has been a collective appreciation and willingness to tackle complex challenges of creating the health system of the 21st century for Connecticut.


CHART-LogoThe Connecticut Health Advancement and Research Trust (CHART) is the parent organization of Universal Health Care Foundation of Connecticut, Inc. It is a 501(c) (3) research, development and education organization dedicated to assuring that the health care needs of all Connecticut residents are met.

Together with Universal Health Care Foundation, CHART has changed the debate from whether universal health care is possible, to how to achieve the quality, affordable health care system that is best for Connecticut.
